Praveen Saigal

Praveen qualified as a solicitor in 1990. He is the firm’s managing partner.
Praveen is a regulatory lawyer with extensive experience of representing businesses, professionals and individuals facing investigations and prosecutions brought by Regulatory Bodies. This includes considerable expertise in running and managing complex and serious criminal cases including conducting advocacy in Magistrates’ and Crown Courts and delivering exceptional client results. Praveen is a Solicitor-Advocate with rights of audience in the Higher Courts (Criminal Proceedings).
Praveen has particular expertise in the law relating to the regulation of Children’s Services and has acted for the national regulator for childcare settings for many years. He has considerable experience of conducting and acting as advocate in First-tier Tribunal Appeals (Health, Education and Social Care Chamber). This includes defending a significant number of appeals brought by childminders, nurseries, children’s homes and adoption and fostering agencies against the regulator’s enforcement decisions, including urgent suspension cases where children are considered to be at risk of harm if a childcare provider continues with the provision of childcare.
Praveen’s regulatory expertise extends to the regulation of healthcare and adult social care services. This includes representing the CQC and defending appeals brought in the Care Standards Tribunal by care homes and home-care agencies against the regulatory enforcement decisions of the regulator.
Praveen combines his fee-earning role with his responsibilities as the firm’s managing partner overseeing day-to-day operations, compliance, navigating change and helping set firm vision.
Outside of work Praveen plays squash on a regular basis and is a massive fan of all things Indian Cricket and Northampton Saints Rugby Union Club where he has been a season ticket holder for many years.
Brona Saigal

Brona is a Partner in the firm based in our Northampton office and has specialised in Family Law since qualifying as a Solicitor in 1991.
In recent years Brona has specialised in Public Law children’s cases. She is a member of the Law Society Children Accreditation Scheme which is a specialist panel of solicitors who have been assessed by the Law Society as having the high level of legal skills, experience and personal qualities required to represent children within court proceedings.
Brona also advises parents when the Local Authority have applied for Care, Supervision or Emergency Protection Orders or where a Special Guardianship Order is sought.
Often Brona will be happy to advise prior to Care Proceedings being issued, and can negotiate with the Local Authority to help find a solution which may avoid children being separated from their parents.
She has dealt with cases involving complex issues including non- accidental injuries, physical and sexual abuse, substance misuse, mental health and domestic violence.
Brona has experience of representing vulnerable clients including those who lack capacity and require the assistance of the Official Solicitor. She has also represented children who are themselves parents. Her calm sensible approach enables her to offer support and tailored straightforward advice to protect her clients’ interests through what is inevitably a stressful and sometimes overwhelming experience for them. She is regarded as a safe pair of hands and as someone prepared to go the extra mile for her clients.
Chris Bell

Chris qualified as a solicitor in 2001 and has specialised in family work ever since, with an emphasis on cases involving children. Chris is passionate about this sensitive area of law.
She became a member of the Law Society’s Children Panel in April 2007 and specialises in care proceedings acting for both children and their parents. She has a wealth of experience in dealing with complex cases involving the local authority, including non- accidental injury. Chris undertakes her own advocacy wherever possible.
She also regularly acts for relatives who seek to become involved in care proceedings as an alternative to children being placed outside their birth family.
Hayley Mears

Hayley qualified as a solicitor in 2013, having earned a First Class Honours Degree in Law followed by a Distinction in the Legal Practice Course. She became an accredited member of the Children’s Panel in 2017 and progressed to Partner in 2026.
Hayley has significant experience in public law care proceedings, working with both parents and children. She regularly handles complex and sensitive cases involving non accidental injury, sexual abuse, substance misuse, neglect, mental health issues and domestic abuse. Hayley frequently conducts her own advocacy, offering clients continuity and reassurance by guiding them through every stage of the court process.
She also represents young people who are deprived of their liberty, as well as children and teenagers who are able to instruct their own solicitor independently of their Guardian.
Hayley’s clients value her calm, compassionate and non judgmental manner. She is committed to ensuring that every client feels heard, supported and confident throughout the legal process.
Chelsea Marshall

Chelsea has a First Class Honours Degree in Law from Keele University and graduated from her Legal Practice Course in November 2020 with a Distinction.
Chelsea joined PS Law in August 2021 as a paralegal and assists the solicitors within the Children Law Team, undertaking both public and private law children cases. She has past experience as a family law paralegal and is passionate about Children Law. Her experience includes working with clients on both private and public matters such as residence, contact and care proceedings.
Chelsea enjoys socialising with friends, spending time with her family and travelling.

Fabian Wilson

Fabian qualified as a solicitor in 1990, after obtaining his law degree from Aberystwyth University. He has been a member of the Law Society Children Panel since 1994 and specialises in public law cases concerning children, skilfully acting for parents, children, or wider family members in respect of care orders where local authorities are seeking to remove children. He regularly deals with a broad spectrum of cases involving allegations of non-accidental injury, substance abuse, sexual abuse and neglect. His work spans the counties of Buckinghamshire, Bedfordshire, Hertfordshire and beyond.
In addition to care and supervision orders, Fabian has over 30 years’ expertise and extensive legal knowledge in acting for children in applications for deprivation of liberty orders, applications for leave to oppose adoption orders, and in applications for leave to discharge care orders. Fabian also represents children in the more complex private law cases of parental dispute where children are joined as parties.
Fabian has vast experience in representing both parents and children. He regularly meets child clients with their guardians, and provides a reassuring, empathetic and sensitive perspective. He has experience of neurodiversity and how to engage and communicate effectively when acting for parents or children with additional needs, and has a calm and measured approach. His parent clients find him to be non-judgmental, warm, and hugely supportive. He provides tailored and personalised guidance, treating each client as an individual, and regularly receives positive feedback for his valuable and constructive advice and insight.

He is well respected amongst his peers for his integrity and as someone who is passionate about the law. He undertakes the majority of his court work himself where possible, and is a highly skilled and effective advocate. Outside of work, Fabian is married with three adult children. You will find him regularly testing his general knowledge at local pub quizzes, cheering on his beloved Watford FC, or watching cricket.
Vicky Preece

Vicky is an expert Children’s lawyer having qualified as a solicitor in 2002. In 2007 Vicky gained accreditation to the Law Society’s Children’s panel enabling her to take instructions directly from children and represent them in Court. Vicky was cited as a recommended lawyer in the Legal 500, and is described as a ‘next generation partner’.
Vicky is a member of Resolution and advises and represents parents and family members in Private Law Children Act matters, including complex matters of parental alienation, intractable disputes and international and internal relocation. Vicky adopts a collaborative approach and prides herself on resolving disputes without litigation where possible. She has recently had a number of successes in resolving cases with significant welfare issues, securing appropriate Child Arrangement Orders and providing long term stability to family arrangements. Vicky has also been instructed on Specific Issues matters such as resolving disputes relating to whether a child should be privately educated.
Vicky is a member of the Association of Lawyers for Children and she frequently represents children and other family members in Public Law Care Proceedings. She advises adopter parents in contested applications, and obtaining post adoption support services. Vicky also has first-hand experience in assisting adopted children obtain an Education Health and Care Plan and assisting in education matters.
Vicky undertakes much of her own advocacy which provides clients with consistency and added value.
Vicky was awarded the prestigious Law Society Excellence Award, ‘Solicitor Advocate of the Year’ in 2017. Her Ladyship, Mrs Justice Pauffley said the following about Vicky in her Judgment following a Fact Finding Hearing in the High Court;
“Lastly, I should pay tribute to Ms Preece who was instructed to represent Mrs C only shortly before the hearing began. It rapidly became apparent that in the time available Ms Preece had mastered and analysed a massive amount of documentary material to good effect. With over 28 years’ experience in the legal profession, Laura brings a blend of operational leadership, legal expertise, and financial oversight to the role of Practice Manager.
Working closely with the Senior Partner, Laura ensures the smooth day‑to‑day running of the practice, overseeing compliance, regulatory obligations, and internal processes that support the delivery of high‑quality legal services. Her responsibilities include managing financial operations, maintaining Legal Aid Agency compliance, and preparing detailed bills on concluded cases.
As a Fellow of the Chartered Institute of Legal Executives, Laura combines hands‑on legal knowledge with practical business management skills, ensuring the team is supported, clients receive a reliable and efficient service, and the firm continues to meet the highest professional standards.
